A roof lantern means an opening in the roof structure and a new connection to the roof covering. That affects the maintenance and watertightness of the whole roof, so an association will want a say. This is general information, not legal advice: the deed and the association are leading.

Have the load-bearing capacity of the roof assessed by a contractor or structural engineer. In an existing flat roof a roof lantern is usually quite feasible, provided the structure allows it.
