It is best to choose the colour of a roof lantern in advance, because changing it later is always a compromise. Aluminium frames get their RAL colour in the factory through powder coating, and that layer is more durable than anything applied later. Repainting or wrapping is possible in some cases, but only with the right preparation and with less certainty about how long it will look good.
Aluminium profiles are usually powder coated. Powder paint is applied to the metal and baked on in an oven. That gives a hard, even layer that stands up well to sun, rain and temperature changes.
At DagLichtDesign the frame is available in any RAL colour. Popular choices are RAL 9005 (jet black), RAL 7016 (anthracite) and RAL 9016 (traffic white). A bicolour version, with a different colour inside and out, is also possible.
You can, but it is not a job to take lightly. Paint has to adhere to a smooth, hard powder coating. That requires thorough degreasing, light sanding and a bonding primer suitable for coated aluminium. Have it done by a painter with experience of metal.
Watch the seals. Gaskets, sealant joints and the junction with the glass must not be painted or damaged, because they are what keep the roof lantern watertight. Paint on a gasket can crack and disturb the seal. Also bear in mind that repainted aluminium needs maintenance sooner than the original coating.
Another option is film, also called wrapping. A coloured film is applied over the profiles. On the inside, away from sun and rain, that can be a neat solution, for example to make a dark frame lighter.
Outside, film is more vulnerable. Sun, heat on the roof and water along the edges can make the film lift over time. Wrapping is therefore mainly suited to the inside, and even then only with film intended for this use.

Technically yes, with the right pre-treatment and a paint system for coated aluminium. The result is less hard-wearing than the factory coating and needs maintenance sooner. Have it done by an experienced painter and keep off the gaskets and sealant joints.
Powder coating resists UV well, but after many years in the sun any colour can become slightly duller. Regular cleaning with water and a mild soap keeps the finish looking good, see maintenance and cleaning.
