A roof lantern on a low roof is usually cleaned from a ladder with a telescopic pole, without climbing onto the roof or the glass. If the roof lantern is high up, far from the roof edge or large, a cherry picker is safer. Never step on the glass, because a roof lantern is not walkable.
The choice depends on three things: the height of the roof, the distance from the roof lantern to the roof edge and the size of the glass. A mono-pitch roof lantern on a single-storey extension, close to the edge, is easy to do from a ladder. A hipped roof lantern in the middle of a large roof, or a roof lantern on a second floor, is not.
If you cannot reach all of the glass with a pole without stretching too far, choose a cherry picker or call in a window cleaner with the right equipment.
Place the ladder on firm, level ground at an angle of about 75 degrees. Let it extend well above the roof edge if you need to get onto the roof, and tie it off or have someone foot it. Work from the ladder with a telescopic pole so you do not have to lean.

You hire a cherry picker by the day, with an operator if you like. The advantage is that you can reach all of the glass from above without loading the roof. Set it up on level ground, use the outriggers and wear the harness that comes with the machine.
Keep the basket clear of the glass. A knock from a steel basket on a pane can already cause damage. Ideally, work on a calm day.

A good pitch helps: rain then washes away much of the dirt by itself, see the right pitch. On a gable roof lantern, a self-cleaning drainage system in the bottom rails carries the water away. While cleaning, also check that the gutter and drainage are free of leaves.
